Xbox’s Mike Ybarra replied to a tweet regarding button mapping. The user was asking why the Xbox One Elite Controller was the only controller with the ability to map individual buttons to your liking. They also complained about having to pay a premium for the feature.

Mike replied stating that the function will be coming to all controllers soon. I’d assume that this feature will only come to the newer Xbox One controllers, as they have a wireless firmware update feature. However, it might come to all of them. We’ll find out soon.
